It will be opened when there are vacancies in the staff as far as I know.

What is a Vacancies

it means spaces to be filled pretty much. So when there aren't as many staff as we need, there will be space for new players to apply.

Exactly what EnderGrunt said. We have enough Staff members right now. They usually open when staff resign or get banned. And they usually open every 2 month.
